If they do give him asylum they might as well take in the Mafia members that will undoubtedly think that they will be given the same status because they are wanted in other Countries. He is a criminal so he would fit in with them, and they would bend over backward for a donation to party funds (many of them would also bend over forward if they thought he would fit in).That having been said, he could just wait for a couple of weeks and then, when all the government employed people are out on strike, he should just be able to walk in unhindered (if there are any planes and trains running).
