Gordon Brown has reacted swiftly to news of turmoil on world financial markets by announcing new plans to 'guarantee' an end to 'boom and bust' economics in the UK.

The Prime Minister unveiled his bold new plan to leading financial experts and treasury wonks at a Whitehall dinner last night.

Precise details will be revealed to Richard and Judy later today, but it's understood he will cleverly act to ensure the 'boom' element of the equation is eradicated.

A 10 Downing Street source said: 'It's genius. If we borrow billions and pee it all up the wall, while simultaneously taxing everyone to the hilt and strangling businesses with red tape, inevitably the country will go bust.

'If we are permanently bust, there can be no return to the bad old days of 'boom and bust'.'

The Tory shadow treasury team said it wanted to see full details of the new plans before commenting, but friends of George Osborne say he is 'relaxed' about the announcement.

'All he's doing is borrowing old Conservative policies,' one said. 'This sounds very much like what John Major achieved in the 1990s. It's nothing new. Anyway, we've already said that whatever Mr Brown pees up the wall, we will double, so clearly we are still setting the agenda.'
