"How lucky it was that the bus only had two people on it, or else more people would have been injured" or "How fortunate it was the fire did not spread any further, or else more damage would have been done" I suppose it is for such percipience that these people get promotion. Mobile speed camera... operated by a police officer in the back of a van... lord knows why (s)he took the photo, each to their own I guess...
