Gandalph
I've never met a Chinese Man that hasn't smoked. It must be a very large industrial money spinner in China.
Belatucadrus
Regardless of how heavy they are as smokers, the concept of official squads of people going through ashtrays in order to confirm you're not only smoking enough, but that they happen to be the local brand is just peculiar. I'm sure GB will be inspired to introduce compulsory Alco pops and Cider with school meals and a whole new tranche of bureaucrats whose only function is to breathalyse Party goers, Stag does and Hen nights to ensure they've passed the governments new statutory "Bladderment index". Anybody turning up to work on time on a Monday without a hangover will be heavily fined.
Dencandy
This is only a regional policy. Central Committee policy is to discourage smoking - so this lot will soon face the firing squad. :D Or will that policy end up like Senor Berlusconi's one of promoting family values? :
