I'm not against creating artificial environments as long as no pollution is caused by unused fuel etc. However I think we need to concentrate more on preserving existing reefs which are suffering due to man made pollution and global warming etc. HERE.

I am quite sure the ships are drained of ALL fluids, including fuel and oils.

Past ship sinking's to create artificial reefs have been quite successful:

Consider the number of ships that were sunk/planes that were shot down during WWI and WWII with no reported environmental impact as a result of those events. We sometimes worry too much about things that turn out to only be bumps in the night. The ecosystem is amazingly resilient and has survived things far worse than what man has throw at it. ;)
